With the final downfall of the Christian Imperial theocracy, us remaining democratic parties may finally institute the liberal reforms that the People of the nation deserve.

Article 1: Abortion is allowed during the first and second trimesters of pregnancy, and in the third trimester if medically necessary. Intact dilation and extraction abortions (a.k.a. partial-birth abortions) are illegal in all circumstances, as they are never medically necessary.

Article 2: Known homosexuals are allowed to serve in the military. Sexual relations of any kind between active, non-married members of the armed forces are illegal and are grounds for suspension and/or expulsion from the armed forces.

Article 3: Prisoners of war must be treated well, according to internationally- and domestically-acceptable standards. They must be clothed, sheltered, and fed enough to live until their return to their home nation(s). Any work they are required to do may not be designed to kill them. They may not be executed unless found guilty by a military tribunal of terrorism, murder, three or more escape attempts, and/or any crime that is punishable by death for citizens of this nation.

Article 4: Only licensed businesses may sell alcoholic beverages. Minimal amounts of alcohol may be consumed by any person at least one (1) year old for religious purposes. With the consent of their parents and the property owner, children six (6) years old or older may consume a minimal amount of alcohol on private property. A person must be at least sixteen (16) years old to purchase and/or publicly consume alcoholic beverages.

Article 5: Food may be sold by licensed vendors only, and shelf lives of foods are enforced. Any person knowingly and/or willingly selling expired food and/or selling food without a license may be fined up to 10,000 BEI and/or incarcerated for up to one (1) year, based on the frequency of the crime.

Article 6: There is a public health care system, but private clinics are allowed. Both public and private medical facilities must meet government-set standards of hygiene, safety, and patient care. Private medical facilities may not charge more than 35% than public medical facilities charge for their services.

Article 7: The government pays partially for all citizens' pharmaceutical drugs if they cannot afford them, and pays entirely for those of citizens living below the poverty level.

Article 8: All naturally occurring drugs are legal, as long as they are not consumed in public (with the exception of tobacco).

Article 9: Smoking tobacco is legal outdoors and in private homes and clubs, but illegal indoors in all places of employment. Smoking marijuana is legal on private property and in private homes and private clubs. All other legal drugs that can be smoked can only be smoked on private property and in private homes. The owner of the property has the right to override these laws in either direction.

Article 10: All legal drugs may only be purchased from licensed businesses and vendors, and may only be consumed by adults.

Article 11: Only licensed professionals may run heavy fireworks shows, although small fireworks are legal to the general public.

Article 12: Democratic Workers' Councils are allowed to own and/or operate businesses if they meet all other safety and legal requirements necessary for their businesses' industry. Businesses owned and operated by Democratic Workers' Councils are not treated any differently than privately- or publicly-owned businesses.

Article 13: The death penalty may only be applied for terrorism, high treason, systematic and/or serial murder, mass voluntary manslaughter, genocide, war crimes, attempting to escape and/or escaping from jail more than once while serving time for a violent crime, and/or inciting people to commit any and/or all of these crimes. Individual states may choose not to apply the death penalty, as long as they maintain a minimum of life sentences for violent and/or mass crimes and any crimes that may be punishable by death. Poisoning (as long as not by gassing), electrocution, firing squad, hanging, decapitation (death must occur as close to immediately as possible in this case), and stoning are all considered acceptable and humane methods of execution as long as death occurs to the executed within ten (10) seconds and does not knowingly cause more than very brief pain for the executed.

Article 14: DNA may only be recorded from persons accused and/or convicted of crime(s).

Article 15: Extradition to nations that practice cruel and/or inhumane treatment of suspects and/or in punishment is not allowed. The Ministries of Justice and of Foreign Affairs of the Commonwealth may jointly determine what constitutes cruel and/or inhumane treatment and/or punishment in cases of extradition.

Article 16: Private businesses and/or private individuals may build, own, and/or operate gated communities with government approval. The government may only build, own, and/or operate gated communities if militarily and/or medically (i.e. pandemic of a highly fatal disease) necessary.

Article 17: Prostitution is a legal and government-recognized profession. Any adult may become a prostitute if they so choose. Prostitutes may only engage in sexual activities that are legal for all citizens of the nation, i.e. they may not have sexual relations with minors and/or rape people. While prostitution is legal, pimping is illegal; prostitutes must be self-employed and/or work for a licensed brothel. Prostitutes, at a minimum, must always wear a condom while working unless their client is wearing one, and are formally encouraged to use more forms of birth control, and must take a government-funded STD check every six (6) months.

Article 18: Only closely related trade unions can walk out on a sympathy strike in support of other striking workers.

Article 19: Legal representation for defendants in criminal trials is paid for by the state for defendants who cannot afford legal representation.

Article 20: The government does not actively search for illegal aliens, but puts them in integration centers if discovered.

Article 21: Police officers may only carry standard firearms, apart from specially-trained firearms units. Police officers may only use their firearms if non-lethal weapons have failed and/or can reasonably be expected to fail to deter someone from trying to injure and/or trying to kill and/or injuring and/or killing a police officer.

Article 22: The police may arrest crime suspects, escapees from correctional institutions, and people who are, for mental reasons, a danger to themselves and/or others, although people who are, for mental reasons, a danger to themselves and/or others can only be put in a seven-day (7-day) protective custody, and must then be transferred to a medical institution equipped to treat their condition(s).

Article 23: The police may patrol all public property at all times without a warrant as part of their jobs, and may inspect all private property at any time with a court-approved search warrant.

Article 24: Suspects and/or prisoners can only be tortured by law enforcement officers and/or military personnel under grave emergencies where the information is vital, as long as the torture does not knowingly cause permanent blindness, permanent brain damage, permanent paralysis, and/or death.

Article 25: Children are not required to sing the national anthem, but are required to show respect when and if it is played at the commencement of school each day.

Article 26: The government subsidizes one (1) national radio station for educational, informational, and emergency management purposes.

Article 27: The government subsidize one (1) national television station for educational, informational, and emergency management purposes.

Article 28: International media content is subject to the same regulations as domestic media content.

Article 29: Sexually explicit material is allowed on television at any time of day, but violent and/or hardcore pornography is banned from the hours of 4:15 a.m. to 11:45 p.m.

Article 30: The national government provides local governments with a portion of the funding necessary to operate libraries.

Article 31: The use of animals to test cosmetic products is allowed, as long as said testing does not knowingly cause pain and/or death to the animals.

Article 32: The government subsidizes a portion of the research and development costs of prescription drugs and regulates their prices.

Article 33: The government acts as an investor of last resort by nationalizing failing industries that provide vital goods and/or vital services.

Article 34: The government maintains a list of dangerous wild animals which may not be kept as pets, except by licensed zoos and/or zoological institutions; other wild animals may be kept as pets by licensed owners, as well as by licensed zoos and/or zoological institutions.

Article 35: Farm size regulations are imposed by local governments, but the government maintains a minimum size that all farms cannot be smaller than.

Article 36: The government establishes fishing quotas, mainly based on the size and health of the fish population in question.

Article 37: Adoption is regulated by the government. Applicants can adopt after a check-up to make sure they do not have a history of dangerous mental illness(es), abusiveness, and/or violent criminality, among other factors. Applicants must also take the parenting test offered to first-time parents if they have not already taken it.

Article 38 - Gun Laws:
Adult individuals may own guns under strict license conditions: A person must be at least eighteen (18) years old to legally own a gun and hold a gun license. They may not have a history of dangerous mental illness(es), abusiveness, and/or violent criminality, and must repeat this check each time they buy a new gun. Guns and ammunition must be purchased from licensed retailers, and cannot legally be purchased over the internet and/or by people who do not hold a gun license. Gun owners must store their guns and ammunition properly and safely, and not in any room occupied unsupervised by anyone younger than eighteen (18) years old. Gun owners must undergo gun safety and operation training at a licensed gun range or their local police station on appointed days at least one (1) time every year, or their gun license will be suspended until they complete the training.

A hunting license is separate from a gun license, and a hunter may not use guns to hunt without a gun license, just as a gun license-holder may not hunt, whether with or without guns, without a hunting license; anyone at least twelve (12) years old may obtain a hunting license. Children twelve (12) years old or older may legally operate a gun for hunting purposes under the supervision of an adult family member if trained at a licensed gun range or their local police station on appointed days at least one (1) time every year, but they may not legally own a gun or hold a gun license.

Any gun license-holder found knowingly and/or willingly mishandling a firearm and/or committing a crime with a firearm shall have their gun license permanently revoked, and any person who does not hold a gun license but is found knowingly and/or willingly mishandling a firearm, knowingly and/or willingly having a firearm in their possession, and/or committing a crime with a firearm shall never be allowed to hold a gun license. People must first obtain a special permit in order to carry concealed weapons. Only holders of gun licenses who are on-duty law enforcement personnel, on-duty military personnel, and/or licensed hunters may carry concealed weapons, with the exception of mace (pepper spray), which may be concealed-carried by anyone with a concealed-carry permit.

Only certain types of weapons may be owned by the general public, and there are further restrictions on places where they may be carried: citizens may not own military- and/or police-grade weapons and/or military- and/or police-grade ammunition of any kind and/or quantity, unless they are members of the military and/or police. Citizens may not own non-culinary knives more than six inches long unless they are members of the military and/or police. Citizens may not own firearms classified as sniper rifles (unless licensed hunters), miniguns, machine guns, assault rifles, and/or repeating shotguns, unless they are members of the military and/or police. Citizens may not at any one time own more than three (3) firearms unless they are members of the military and/or police, and may not at any one time own more than 250 rounds of ammunition unless they are members of the military and/or police.

Citizens may only use firearms and other weapons may only be legally used at licensed gun/weapons ranges, approved field-like private property, and permitted hunting grounds unless they are members of the military and/or police, unless they are using the weapon(s) in self-defense. No weapon may be knowingly and/or willingly carried within 500 feet of schools, nurseries, banks, credit unions, government-owned and/or -operated buildings, airports, shipyards, bus stations, train stations, and/or taxi stands unless carried by a member of the military and/or police.

Article 39: Adultery is legal (i.e. is not a criminal or civil offense), but is grounded cause for either partner in a marriage to initiate a divorce.

Article 40: Only foreign marriages that comply with domestic marriage policies are recognized.

Article 41: Bestiality is only legal if it causes no physical damage to the animals concerned, and if it is done with the written and/or otherwise recorded permission of the animal's licensed owner.

Article 42: People must first obtain a special permit in order to carry concealed weapons. Only holders of gun licenses who are on-duty law enforcement personnel, on-duty military personnel, and/or licensed hunters may carry concealed weapons, with the exception of mace (pepper spray), which may be concealed-carried by anyone with a concealed-carry permit.

No person under the age of sixteen (16) years old may legally enter and/or use a nudist colony and/or nudist beach.

Article 46: Polygamous marriages are accorded equal recognition to monogamous marriages, as long as all partners in the marriage are adults and are knowingly and willingly a party to it.
