A continuation of the first part of the BNR General Reforms Act of 2985. Article 1: Sexual intercourse of any kind is illegal in public. Article 2: The nation issues passports to nationals after a cursory security check, to make sure that they are not wanted for any crimes. Article 3: The government gives high levels of aid to countries in need, unless otherwise determined by the legislature. Wherever possible, the aid should be received directly by the people in need, instead of being sent to the government of that nation, unless of course the nation in question has a trustworthy government. Article 4: All refugees, whether refugees for political, war, and/or natural disaster reasons, are welcome, and are given a reasonable amount of aid in integrating them into the country. Article 5: Religious schools are allowed, but are held under the same restrictions and regulations as all public schools and all other private schools. Only recognized religions may set up religious schools. Article 6: The government may seize private property for vital government works. "Vital government works" are defined as highways, airports, military installations of any kind, and regional federal office buildings. Article 7: The victim of eminent domain sets compensation; the government can appeal to the courts if they deem the cost too high. Article 8: There is a nationalized post office agency. Private post offices are allowed to exist but the services provided by them are regulated; private post offices must, at the least, provide service on all days and hours that the national post office agency operates, and may not charge more than 35% for their services than the national post office agency charges for its services. Article 9: Government subsidies are provided for research and generation of energy through renewable sources. Article 10: Private companies operate regional train-operating companies. The national service is provided by a publicly-owned, national train-operating company. Article 11: There is a national highway system constructed, owned, operated, and maintained by the national government, while local road and highway systems are constructed, owned, operated, and maintained by local governments. The government gives some small subsidies to local governments to construct, operate, and maintain their road and highway systems. Article 12: Each state constructs, owns, operates, and maintains its own power grid. Private energy companies are allowed to construct, own, operate, and/or maintain some sections of the power grid under subcontracting, but with the same strict regulations as the government-owned portions of the power grid. The government gives some small subsidies to the states to construct, operate, and maintain their section of the power grid. Article 13: Private companies, the government, and public companies may all construct, own, operate, and/or maintain power stations. Article 14: Research in the cloning of humans and/or animals is legal, but regulated. Clones, if successfully created, must not be used as slaves and must be treated humanely, like any other human or animal. If human, they have the same legal rights as all other humans. Clones, both human and animal, may only be legally destroyed if found to harbor dangerous mental defects and/or dangerous diseases. Clones, both human and animal, must somehow be permanently identified as such, but not in such a way that it causes pain to the clone. |
