The Likatonian government should sell birthrights with a drifting pricerate according to the comparison between the demand for new children and the amount that we're allowing to be born. I propose we set the number of available birthrights at 2.5 per person in Likatonia. There shall be no limit to the number that a person be allowed to buy. To clarify how this will work, every person that is born will add 2.5 children to the market, while every person who dies will take 2.5 off the market. The number will be updated every year according to census reports. One quarter of the available birthrights at any given time will be available for sale and it will take three months to process a request - this procedure ensures that there are always birthrights on the market. The way to request a birthright is to submit a bid to the government over how much you are willing to pay. The government will accept the highest bids in a given three month period and will allot the people who submitted them one lifetime birthright that can be used at any time. It shall be a misdemeanor offense to bid more than you can pay. A nominal fine will be assessed and that person will not be able to make further bids for five years. All those who get pregnant but don't have a birthright allotted to them and who then tell the government that they are will have safe abortions paid for. Those who get pregnant but don't have a birthright allotted to them and who have hidden it from the government will have the choice between taking a qualification test and paying a hefty one-time fine then keeping the child, or giving the child up for adoption and then paying the state a monthly fee until the child is adopted. And before anyone points this out, the PCP is NOT a libertarian party. Our ideals are crafted on what we believe would be most beneficial to Likatonians, not a particular political ideology. In any case, the effect of this policy would be an increase in equality over time as the wealthy and upper class had large families which dispersed their wealth and the middle class and poor had small families that concentrated theirs. |

Message | We support family planning and the control of population growth, but we think this is too coercive. We don't think parents should be forced to choose between sterilization and losing their children if they break the regulations. We would be willing to consider a system of financial penalties instead. |

Message | To be honest, I couldn't think of any penalty that would work. Financial penalties won't work because the only people who won't be able to secure birthrights at all will be those in deep poverty. 95% of the populace will have no trouble with it. After all, as far as I know, Likatonia has a first world birthrate - of generally less than 2.5 per person. If I'm wrong about that I'll change it to a system of financial penalties. Does anyone know where I could find fertility rate information? |
