Act 1: Whaling, either commercially and/or for scientific purposes, is illegal. Beached whales that are found dead or that cannot be moved may be used for scientific purposes. Communities and peoples who rely on whaling for subsistence may apply to the government for a special whaling permit, which would allow them to take a limited number of whales each year, as needed for their subsistence. |
