Imperial law stipulates that a party may present 5 proposals per year for a total cumulative amount of 10. Henceforth, all political parties whose members seat at the Imperial Diet shall be required to maintain 3 of their legislative proposals every year, for a total cumulative amount of 6, open for debate for no less than one year. Every year, each party may send two proposals, for a total cumulative amount of 4, to vote without debate. |

Message | Mr Speaker, The Leaguers have the distinct impression that in recent years, debate in our Holy Empire has lulled and that legislation is proposed and passed too quickly. The CIL is as much to fault as any other party, however, we feel that it is healthy for our democracy to have more debate on the Diet floor and that a limit on the number of articles that can be sent to vote without debate would be an important step forward. I now yield the floor to my colleagues for comment on this proposal. |

Message | Mr. Speaker, The Alliance of Social Democrats heartily embraces this proposal by our most esteemed colleagues, the Constitutionalist Imperial League. However, we believe that the proposal should be slightly modified. The legislative proposals should be open for debate no less than 9 months, and 8 out of 10 proposals should be subject to the rule. At this time, I yield my remaining time. |
