Bill: Ollerenshaw Budget and East Majatra Trading Company Act 2998

Details

Submitted by[?]: Coalition for National Unity [CNU]

Status[?]: defeated

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will not pass any sooner than the deadline.

Voting deadline: February 2999

Description[?]:

Finance Secretary Theodore Olleranshaw presents his budget to the Senate.

"As the Senate unwisely rejected the proposal to increase income taxation and increase the burden upon the middle classes, the Finance Department is forced to instead increase the national budget using income from increased Value Added Taxation on both Luxery and Essential Goods.

Money going to the Health Department will be added to the Hopitals budget to ensure building safety, hygene and security. Money going to the Education Department will be added to the schools budget to ensure standards, inspections and quality. Money going to the Transport Department will be added to that department's treasury to make-up for the losses during the building of the extravogant new rail system.

Money going to the Trade and Industry department will be invested in the creation of the following;

Article 4: Creation of the Company
a) The Federal Republic of Solentia does hereby allocate 40,000,000,000 SOL to the formation of the East Majatra Trading Company. Such a company shall be a State-owned trading corporation operating from East Majatra to the rest of Terra.
b) The Federal Republic of Solentia shall always maintain 51% of the shares in the Company, with the remainder being open to private Solentian investment.
c) Private Foreign entities are not permitted to buy shares in the Company.
d) The Federal Republic of Solentia does hereby permit it's own Sovereign Senate to appoint a Governor of the Company with 51% of the assembled Senate confirming and 51% of the assembled senate removing.
e) Removal of article 4 of this Act is possible with 2/3rds of the Sovereign assembled Senate in confirmation of a bill designed specifically to remove it.

MessageWe require an increase of 100,000,000 to Defense, and 10,000,000 to the Head of Government. Defense has been neglected for some time, now.

Message"I'd like to see that too, but frankly, when the Senate doesn't grant the money, we have limited options. I have prioritised this budget to ensuring our drastically underfunded public services are safe and that our economic stability is catered for. If this passes and we see a CMP-led Finance Ministy in the next senate sitting, you have my absolute assurance that I will do everything in my power to give adequate funding to our Defence and Head of Government Departments. Until then, this is the priority of the Government and all I can do without the income tax increases that this House rejected."

Message"The Crowns give themselves more clout than is warrented. They wanted a CMP budget, here it is. If they want to reject the improvement of our public services, they're welcome to. The CMP however, were elected to administer finance responsibility. If the pennies aren't in the coffers, we're sure as hell not spending it on a department that's used every few hundred years over health and education. Responsible financing, pragmatic fiscal management. Take it or leave it, that's what the CMP were elected to do."

Theodore Ollerenshaw, Finance Secretary.

Message"The SSCP is concerned that Conservative pundits will take this budget as evidence that healthcare, education, and other services are henceforth adequately funded. We request that Minister Ollerenshaw show that this is certainly not the case, and that this budget is simply a last ditch effort to improve what little can be improved with a Senate full of half-committed idiots. Only a true increase in government revenue can fix the massively underfunded government. We shall support though, out of belief that every Solenar counts."

MessageAs we have previously stated we find it difficult to support a tax on basic goods, which in our view places too high a burden on those who can least afford it. We would however support your proposed increase in the luxury tax.
