In November 3002, we introduced the first version of this bill. The party then in power, now known as the June List, voted to reject it. It is not hard to see why: they are the party of the old and the powerful, of that small cultural junta that seeks to impose their language, their culture, their God on the rest of us. But the people of Gaduridos are wise, and in their wisdom, they chose to disavow this band of would-be tyrants. They chose to resist: not by the bullet but by the ballot, an infinitely more powerful tool. "Out with the old, time for the bold!" became their rallying cry, and the PRPP gained the absolute majority in this noble house.

Never again must a party be allowed to become this powerful. Every election leaves one side with all the tools of power and the other side without the power to resist; the structure of our state allows the central government to extend its tendrils at will. This is not conducive to healthy policies. So let us heed the call of the people. Let us be bold. Let us repair these old mistakes.
