| WHEREAS a Strong and United Indrala will reach the goal of Peace, Order, and Good Government THEREFORE The Diarchs of Indrala, by and with the consent of the Legislative Yuan of Indrala, enact the following: DEFINITIONS In this act, “THE NORTH” means “The Great Commonwealth Empire of Indrala” “THE SOUTH” means “The Monastic State of Indrala” “STATE” means the country as a whole SECTION ONE: The State 1. The North and the South shall merge to form one state. 2. The united Indralan state shall be named “英大拉王民國 (Commonwealth of Indrala)” 3. The legislative, executive, and judicial capital of the state shall be the City of Zhongjing, located in the Sheng of Quibashi SECTION TWO: The Monarchy 1. The Monarchy shall be the symbol of the people 2. The Monarchy shall be non-partisan and neutral in Indralan politics 3. Executive power shall rest in the Monarchy, These powers include: (a) dissolution of the Legislature; (b) dismissal of ministers; (c) refusal to enact legislation; (d) nomination of ministers 5. The Monarchy shall be represented by the Zongtong, who shall also be the non-partisan Speaker, i.e. Presiding Officer, of the Legislative Yuan 6. The Zongtong shall exercise executive power on behalf of the Monarchy 7. The Monarchy shall be hereditary 8. The Monarchy shall be led by the members of the Imperial House and Beiyial Clan of Deng SECTION THREE: Titles of the Monarch 1. The titles of the Monarch shall be: (a) His Imperial Majesty The Paramount Leader of the Indralans, Beiyi of Akuzia, Wang of Dalibor, Lord of Hanzen, Head of the Republic, Defender of the Faith. (Short form: HIM The Paramount Leader) SECTION FOUR: The Government 1. The Government shall be referred to as "His Imperial Majesty's Government" or HIM Government 2. HIM Government shall be responsible and accountable on a day-to-day basis to the Legislative Yuan of Indrala ("the House") 3. HIM Government shall be formed by the largest parliamentary group who receives the confidence of the House (a) If HIM Government loses the confidence of the House, The Monarch shall issue writs of election and National elections shall be held. 4. HIM Government shall be structurally part of the Council of State and shall official be a committee of the Council of State (Statutes of Indrala Chapter 293899, http://classic.particracy.net/viewbill.php?billid=293899) |

We would prefer however that the country be named "Indralan Minguo", but with the Paramount Leader as the constitutional monarch and Head of State. Otherwise, we fully support this proposal.
