There is much to be said for Civilian National Service. It gives young people a sense of responsibility to society, as well as an opportunity to develop their skills and confidence. It also creates opportunities for projects to be undertaken for which there would not otherwise be the manpower to complete.

The CPU voting against this, yet also voting against the women's right to serve bill even though it will pass is therefore contradictory. In effect, the CPU will be voting in favour of forcing women into national service, something they claimed they were against.

There is a big difference between *civilian* national service and *military* national service. Civilian national service might mean helping on public environmental or construction projects, helping young children learn to lead, helping out at an old peoples home, clearing up street litter and so on. We are sure there are plenty of roles within the scope of civilian national service which would be suitable for young women.

It is archaic and wrong for a state to force it's citizens in any way shape or form towards national service when an imminent threat is not apparent. There are much more practicle and fairer ways for our nations young adults to become responsible and develop coonfidence, the state should not impose it's self ever in this way.

MessageMr. Speaker.

The Dorvik government compels children to attend school for more than 10 years of their lives. It also compels them to do many other things, like pay taxes and obey laws. Is it really so unreasonable and so radical to ask each citizen, perhaps just for 6 months in their late teens or twenties, to devote a little time to community work? We think society ends up stronger as a result. Civilian national service inculcates values of community responsibility and caring about others.

What we have suggested is that civilian national service only makes the matter worse. If there were youths that actually wanted to help society they would volunteer rather than be forced to do so.
