The People's Commonwealth Party wishes to introduce our ideal policies that would reform the current military of the United Republics of Lodamun to officially create a national defense under the banner of the United Republican Army. We believe a strong military, ironclad defense and progessive military discipline and tradition is something that all of Lodamun may be able to agree upon and the Commonwealth Party hopes that this bill meet quick radification.

Article 1 - The state owns all defence industries.
The first force to cause unnecessary conflict through war are the private industries that thrive on warfare. By nationalizing all means of production, we ensure that war will not be declared for profit.

Article 2 - The use of land mines is allowed but restricted.
A seemingly minor article, research has shown that mines are hazardous during and after conflicts. To cut down on civilian and friendly army deaths by unmonitored mines, we must restrict the usage to only when necessary and ensure absolute clean up after use.

Article 3 - Any adult citizen can serve in the military, discrimination for racial or religious reasons is prohibited.
Though the People's Commonwealth Party is militantly secular, we do concede to having no descrimination within the military. Even if that means allowing religions to be a protected catagory.

Article 4 - The government allows arms to be sold only to close allies.
The United Republics of Lodamun will allow the sale of arms to those Congress and the people deem responsible allies in need. Not only will this create new avenues for income and keep our nationalized industry busy, but also ensures greater comradery from our international allies.

Article 5 - A civilian police force is in place and the military is not allowed to play any part in it.
The United Republican Army shall be a branch reserved for foreign campaigns, trained in fiercer combat strategies that are unfit for domestic use or to be used on native civilian or para-military groups. Such groups will be handled by a domestic police force.

MessageThe Nationalist Party has serious reservations about this bill, however it can see that the People's Commonwealth Party has thought this through and can see the wisdom in both clauses 1, 2 and 5.

We believe that the military should be able to choose who serves in it, not the government (the military should control it's own recruitment policies), we also believe that the military should be able to help in serious circumstances (terrorism, violent uprisings etc.)

Overall, we have decided to support this bill, it strikes a fair balance between safety and common sense and we will vote in favor.

The People's Party will consider the issue with allowing minor military intervention in serious domestic situations like you described. However, keep in mind we are in favor of having a para-military group that is trained specifically for fighting on domestic soil that could assist the police if organizations such as domestic terrorist groups attacked the public.
If anyone else agrees with the National Party's suggestion to remove Article 4 in favor of the original ruling, speak up.

MessageThe Social Democratic Party cannot possibly support this bill. There are several logical fallacies in this that make it clear that this is an act developed in a fantasy-land.

Article 1 is based on the presumption that the sword and shield of the state is run not by our military's leaders but by the CEOs of weapons manufacturers. It also makes it clear that the PCP believes that our political system is corrupt.

Article 2 does not recognise that, all things considered, a minefield is the best defensive weapon available to our military. It provides us a way to:
1) Slow down an enemy army by making them clear a route through the minefield
2) Close off potential routes of advance to the enemy and thereby funnel them to where we want them to go
3) Demoralises the enemy by randomly blowing one of them up

Article 3 is one we support

Article 4 assumes that our allies will remain so for ever and ever and ever. Unfortunately, this is not guaranteed. Preventing the exportation of our weaponry is the best way to minimise foreign knowledge of our currently deployedadvanced weapons systems and their ability to develop countermeasures.

MessageWe have taken into account everything the Social Democrats have had to say and have come to these conclusions:

Article 1 - It is obvious that a large portion of our arms manufactoring is under the control of private executives and not our military leaders! That is evident in the policy itself! If it is privately owned, than it is under the control of CEO's and their interests, not the authorities who have been approved by the people and the state. If what you are saying is true, than why should people fear the changes made by our suggested policy?

Article 2 - Mines are very dangerous and they have been shown to cause considerable damage to ally and civilians during AND after a conflict. They aren't to be banned, as you have pointed out they are useful, but their use will be limited to prevent unnecessary and unwanted casualties.

Article 4 - You make a good point. Had we more time to debate, we might have decided to change it to something more to both of our liking, but that time has passed. Maybe in the future, we may make adjustments, but unitl then, the Commonwealthists are happy with this provision.
