Current: The state guarantees child benefit to both low-income families and large families.
Proposed: The state guarantees child benefit to all families.
Article 2

Old value:: There shall be no direct cash payments to individuals to guarantee a minimum income.
Current: All adults not supported by another person shall be guaranteed a very basic subsistence income by the government. However, the provision of this is not to exceed a certian period of time.
Proposed: All adults not supported by another person shall be guaranteed a reasonable, though not high, standard of living by the government.

Message | HWP Leader Jeremy Douglas, Mr Speaker, firstly the HWP wishes to install a communist doctrine into Hutori. We are quite frankly amazed there is no welfare system in this country. Essentially the unemployed are thrown aside and never looked at again and for a so-called workers state - that is a bit unusual. Mr Speaker, we have gathered from the conservatives comments that the HNSC and Labour parties are both communist/socialist also. That is why i think our parties should reform Hutori into a real workers state - and that begins with this Bill. |

Message | Rt Hon Karl Harrod, Prime Minister, Mr Speaker, we agree with the sentiments shown by the Workers Party. True socialism needs a strong welfare system to support a strong workers state. I believe that this reform is a neccessity for the Hutorian people and the great Hutorian society. Mr Speaker, we side with the workers party on this issue and i believe that our two parties could work together to assure a socialist agenda. |

Message | Anne Bennett, Health and Social Services spokesperon, Mr. Speaker, As staunch supporters of the welfare state, we completely agree with this proposal. One problem with it is of course that the Workers Party fail to recognise the role the private sector could play in pensions in addition to public ones, but this is expected from a party like theirs. |
