As of yet there is not an act to define the powers of the Hutorian Monarch. This will be the first Parliamentary Bill in Hutorian history to define the role of the Monarch and bring the institution back into the realm of the Hutorian political system. ===================================================================================== Provisions. I. The Monarch has the power to declare war and peace. A. The Monarch must have the consent of the House of Parliament if the war is non-defensive. B. The Monarch may only declare war if the war is defensive. II. The Monarch shall represent the Most Excellent and Serene Kingdom of Hutori abroad. III. The Monarch shall convey treaties and alliances with the consent of the House of Parliament. III. The Monarch shall appoint and receive ambassadors. IV. The Monarch shall appoint the Prime Minister with the consent of the House of Parliament. V. The Monarchs shall convey over the House of Parliament. VI. The Monarchs may prepare and publish Imperial laws, as long as they are submitted by a political party and are allowed to be voted upon by the House of Parliament. VII. The Monarchs shall appoint Imperial officials with the consent of the House of Parliament. ===================================================================================== OOC : anyone who wishes to enter a Bill on behalf of the Monarch should do so like this. e.g. Imperial Legislation - Monarchial Powers Act. It makes it easier to spot and we know your party is doing it on behalf of the Monarch. The Bill should also include an adress from the Monarch highlighting why he believes it is of importance to introduce the legislation proposed. |

Message | Rt Hon Viscount Hardy MP, NSC Frontbencher, Mr Deputy Speaker, we believe that the Hutorian Monarch does have an active role to play in Hutorian politics. Given the prescence of two apparant Monarchist Parties it now appears the NSC is the most pro-Monarchial Party in Hutori. We believe that this Bill will give the Monarch a definitive role to play in the running of the Hutorian state and ensure that Hutorian politics is presided over by a level headed Monarch with the legitimacy of the Hutorian House of Parliament to back up the Monarch. |

Message | Mr. Speaker, We also wish for the NSC to lcarify. We will whole-heartedly vote in favour, although we would like to see another provision in which the Monarch must sign all legislature for it to become a law. |

Message | Rt Hon Viscount Hardy MP, NSC Frontbencher, Mr Deputy Speaker, the NSC must be the most Monarchial Party in Hutori for a number of reasons. The NSC has defended the Hutorian Monarch for hundreds of years. We have seen Hutori become a Republic on occasions but the NSC has always re-appointed the Monarchy. This Bill itself also implies we are the Monarchists because we have seen no legislation on the Monarch and his activities since the establishement of the CLP and ID's! |

Message | Mr. Deputy Speaker, The NSC has stated on multiple occassions that it wants to get rid of the monarchy! Just shows how reliable the NSC are, always changing their stances. |
