Bill: Educational Reform of 3061

Details

Submitted by[?]: Mouvement des Conservateurs

Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 3065

Description[?]:

Colleagues,

"I'm not the Minister for Education, so it is not my task nor my duty to keep myself busy with the reform of our education system. However, we, the fraction of the MR in the commission for education and culture do want to enforce some changes in the system as it is standing at this moment. Le Premier Ministre of this government government, and fellow party member of mine, David Lavaux, already insisted me to drop 2 articles from the original bill proposal. The reason? He said that the bill it its original writing was "to radical and not capable for reaching a consensus". I agreed to go with this line of thought in the importance of my party and the government coalition it is a part of ... but I do not agree to agree. I am a representative of, what they call, the far-left side of the MR."

"Article 1 is, colleagues, not an extra cost for the department of education and culture, on the contrary ! We offer the students a loan, with no interest, which they are obligated to pay back after they found a well-payed job in the sector which they studied for. This is not an extra cost, colleagues, on the contrary. This is an investment in the future of thousands of students who will contribute for the better good of our nation. This is not an extra cost, colleagues, on the contrary, this is measurement with a strong reacting force."

"I guess we can find a consensus about article 2, colleagues."

"Discipline levels, colleagues, as our education system is a private system ... should be be lowered to the level of the management of the schools in question. With the schools themselves, being able to maintain this policy will give them the opportunity to enforce and maybe strengthen the reputation they may or may not already have."

Colleagues,
I thank you for your attention,
Ronny Balcaen
Senator for MR
Commission for Education and Culture.

MessageWhile we would support devolutionary policies, we cannot accept any increase in the cost of education, especially since it cannot guarantee better quality education. For example, is it right to reduce the tuition for persons who can well afford to pay? Should we not focus funds on economically disadvantaged, yet highly capable, students?
