The rule has been in place for 1000 years, and you changing it will only lead to an empty parliament in the result of a departure.

This rule also prevents a mess up of cabinets, and players who actually havn't been elected highest party holding that post.

MessageAlso, the reason I am against scrapping this is because it would be an undemocratic system.

It would enable a government to get in unelected in the result of a party's departure. THAT'S the main reason this is in place.
