| Article I: Section 1- His Imperial Majesty's Government and the Imperial Diet do hereby join together to pass this Hulstrian C.O.G Act of 3072, a resolution designed to allow the continued operation of the Hulstrian government in the event of a nuclear war or other catastrophic event that may befall our Imperial Crownlands. Section 2- A central command center shall be established at a secret location designated by His Imperial Majesty's Council on Military Affairs and the Ministry of Defense; an alternative command site shall also be established in the event the central center is incapicated. Section 3- Other Continuity of Operations facilities shall also be created that in the event of war or other catastrophic events will house the Hulstrian Imperial Family, His Imperial Majesty's Government, members of the Imperial Diet, and other high ranking government officials and nobility for protection. Section 4- His Imperial Majesty's Council on Military Affairs and the Ministry of Defense will have the power to designate the location of this Continuity of Operations facilities. Section 5- In the event of a nuclear war, an invasion, or other catastrophic event, His Imperial Majesty Emperor of Hulstria shall retain his title as the Supreme Commander of Imperial Forces, and lead efforts to stablize the country. Section 6- In order to perseve the historial and cultural integrity of the nation in the event of a war or other event, a vault of historial artifacts, cultural items, and other important antiques shall be establisd and housed in one of these facilities. The Ministry of Education & Culture shall be responsible for maintaining this archive. Article II: Section 1- The Ministry of Defense shall be responsible for maintaining and construction of civil defense facilities that will house civilians in the event of nuclear war, invasion, or other catastrophic event. Section 2- The Imperial Civil Defense Force shall be responsible for the ground operations of these cilvian facilities. |
