On this date, in order to restore tradition, honor, and stability to the nation; this legislative body hereby establishes the following:

I. Great Empire of Indrala
A. The name of the nation shall now be the Da Diguo Indrala (Great Empire of Indrala), changed from 英大拉王民國 (Commonwealth of Indrala).
B. The capital of the nation shall be known as Xijing, changed from Zhongjing, in the province of Han, changed from Quibashi.
II. The Monarchy
A. The Da Diguo Indrala (separate throne from the Commonwealth of Indrala) shall be ruled by a member of the Imperial Clan of Liu, succession to the monarchy shall be regulated through equal primogeniture.
B. The style and title of the monarch of the Da Diguo Indrala shall be His/Her Imperial Majesty, By the Grace of Heaven, Emperor/Empress-Regnant of the Great Empire of Indrala, Son/Daughter of Heaven, Lord/Lady of Ten Thousand Years and of the Present Time.
C. The powers of the Emperor shall include:
1. Declarations of War and Peace (In the case of a non-defensive war, the monarch must obtain the consent of Huangjia Guwen Weiyuanhui (Imperial Council of Advisors).
2. Representation of the Da Diguo abroad.
3. Conclude treaties and alliances with the consent of Parliament.
4. Accredit and receive ambassadors.
5. The appointment and dismissal of a Chengxiang (Chancellor) with the consent of the Huangjia Guwen Weiyuanhui.
6. Convening over (once a quorum has been reached) and dissolving the Huangjia Guwen Weiyuanhui.
7. The preparation and publication of Imperial Laws.
8. The appointment and dismissal of Imperial Officials.
i. Members of the Cabinet must be appointed and dismissed with the consent of Parliament.
ii. Members of His/Her Imperial Majesty's Personal Cabinet, the Imperial Armed Forces, and the Judiciary are considered Imperial Officials. The appointment and dismissal of these Imperial Officials do not need the consent of Parliament.
9. Supreme command as the Commander-in-Chief of the Imperial Armed Forces.
10. The Emperor/Empress-Regnant shall be distinguished by the following Imperial Regalia: the Imperial Mianfu (Robes), the Imperial Crown, the Imperial Seal, the Staff of Authority, the Imperial Pendant-Coin, and the Five Tripod Cauldrons.
III. His/Her Imperial Majesty's Personal Cabinet
A. Taifu (Grand Tutor)
1. The Taifu shall act as the highest civilian authority below the Emperor/Empress-Regnant.
2. He/She shall provide moral guidance to young emperors/empress-regnants.
3. He/She shall be appointed by the Emperor/Empress-Regnant at the beginning of their reign and shall remain in his or her position until death.
B. Guangluxun (Minister of the Household)
1. The Guangluxun is responsible for the Emperor/Empress-Regnant's security within the palace grounds, external imperial parks, and when the Emperor/Empress-Regnant travels.
2. He/She shall oversee the Huangjia Guwen Weiyuanhui.
C. Weiwei (Minister of the Guards)
1. The Weiwei is responsible for the patrolling of the walls. towers, and gates of the imperial palaces.
D. Dahonglu (Minister Herald)
1. The Dahonglu is the chief official in charge of receiving honored guests at the imperial court.
2. Along with the Zongzheng (Minister of the Imperial Clan), the Dahonglu oversees the inheritance of titles and fiefs by condoling on behalf of the Emperor at kings' funerals and memorializing the posthumous names of kings and marquises.
E. Zongzheng (Minister of the Imperial Clan)
1. The office of the Zongzheng shall always be occupied by a member of the Imperial Clan.
2. He/She oversees the imperial court's with the Empire's nobility and extended Imperial Family.
3. He/She is also responsible for record-keeping of all nobles.
4. Should a serious infraction be committed by a member of the Imperial Family, the Zongzheng is the first high official to be notified before the Emperor/Empress-Regnant.
F. Shaofu (Minister Steward)
1. The Shaofu shall serve the Emperor/Empress-Regnant whatever His/Her Imperial Majesty desires, needs, and requires.
2. The above includes the management of the Emperor/Empress-Regnant's personal finances.
IV. Staff of the Heir Apparent and Empress-Consort/Emperor-Consort

A. The metropolitan offices shall be specific offices specifically to govern the capital city of Xijing.
B. A Ling (Prefect) shall govern Xijing.
1. The Ling shall be responsible for Xijing's prison and may arrest officials of high rank.
C. Chengmen Xiaowei (Colonel of the City Gates)
1. The Chengmen Xiaowei shall be responsible for the honor guard that garrisons Xijing's old city walls.
D. Zhi Jinwu (Bearer of the Mace)
1. The Zhi Jinwu shall maintain law and order within Xijing outside the walls of the imperial palace.
2. He/She shall inspect the capital three times each month and is responsible for the military arsenal, as well as the disaster relief.
E. Sili Xiaowei (Colonel Director of Retainers)
1. The Sili Xiaowei shall supervise the construction work of all prisoners within the capital city.
2. He/She is responsible for investigating the conduct of officials within the capital city.
VI. Local Government
A. The Empire shall be split into five Zhou (provinces).
1. They shall be known as Han, changed from Quibashi, Shu, changed from Mishari Karula, Anle, changed from Akuzia, Jiaoxi, changed from Kathuran, and Min, from Kathuran.
2. Each Zhou shall be governed by a Mu (Governor).
i. The Mu shall have the ability to raise troops during rebellion.
ii. They must also inspect commandery-level Taishou (Administrators) and their subordinates.
B. Each Zhou shall be made up of several Jun (Commanderies).
1. Each Jun shall be jointly governed by a Taishou (Administrator) and a Duwei (Commandant).
2. The Taishou shall act as the civil authority in the Jun, while the Duwei shall act as the local military authority.
C. Each Jun shall be made up of several Xian (Counties).
1. Each Xian shall be Ling (Prefect), with some smaller Xian being governed by a Zhang (Chief).
i. Colloquially, the offices of the Ling and Zhang are called Magistrates.
2. The Magistrates shall act as the civil and judicial authority for a Xian.
D. Each Jun shall be made up of several Districts, which are in turn made up of several Hamlets.
1. A Council of Elders shall govern each district and hamlet.
VII. Nobility
A. The nobility shall consist of Wang (Kings) and Hou (Marquises).
B. Each noble shall reign over a Wangguo (Kingdom) or Houguo (Marquessate)
1. A Wangguo shall be the size of a Jun, while a Houguo shall be the size of a Xian.
C. No noble shall have any executive powers.
VIII. Imperial Armed Forces

(Note: The Imperial Clan of Liu shall maintain a hereditary Wangguo in Hanzhou, while the Imperial Clan of Deng shall maintain a hereditary Wangguo in Anle and the Imperial Clan of Deng-Liu shall maintain a hereditary Wangguo in both Hanzhou and Houguo)
