Be it resolved by a majority of those in the Senate assembled, that:

I. Recently, there has been a massive backlog of bills on the floor combined with new ones, due to the numerous subsequent early elections.
II. The Senate has a responsibility to devote considerable time and debate to the proposals presented before it.
III. In order to expediently and responsibly legislate for Solentians, we present this nonbinding resolution to amend Senate rule to prohibit more than 7 bills from being on the floor for a vote at one time.
IV. This resolution establishes no penalties, censures or other reprimands for violating this Senate rules amendment, but simply expresses the desire of the Senate to maintain a manageable workload at any given time.

Naturally, we are aware that sometimes there will be more than 7, as some people may try to bring their bill to a vote at the same time accidentally. However, this simply, nonbinding resolution will ask that the Senate try to keep a manageable workload, so that every bill receives the attention and debate it deserves.
