It is in our opinion that Juclandia, should receive greater autonomy than it already has. That means the people should be allowed to elect their own leader, have a functioning cabinet that represents the people. Therefore, we propose the amending Article II of the provisions in the Rutania and Juclandia Act. This amendment will become law if it is ratified with by 3/4 of the National Assembly.

[CURRENT VERSION]
Article II. - Government of Juclandia
I. Juclandia shall have it's own leader known as the First Minister
1. Shall be chosen by the National Assembly
2. The overall jurisdiction of the First Minister shall be confined to Juclandia
3. The First Minister's overall powers will be largely ceremonial and shall not supercede that of the Governor-General and/or Prime Minister
4. The First Minister shall serve a term of 3 years and is not subject to term limits

Article II. - Government of Juclandia
I. Juclandia shall have it's own leader known as the First Minister
1. Shall be chosen by way of popular vote when national elections are scheduled
2. The overall jurisdiction of the First Minister shall be confined to Juclandia
3. The First Minister's overall powers shall not supercede that of the Governor-General and/or Prime Minister
4. The First Minister shall serve a term of 3 years and is not subject to term limits
5. The First Minister shall have the right to appoint a 7 member cabinet

[PREAMBLE]
With the ideological differences becoming increasingly visible everyday in Rutania, and the threat of civil war looming on the horizon, we call for the partition of Rutania into two political entities. People who favor a socialist government shall be relocated to the 2 southern provinces; this entity shall be known as Juclandia. Those citizens who favor the current capitalist form of government shall be relocated to the 3 northern provinces; this entity shall be known as Rutania.

[PROVISIONS]
Article I. - Introductory Provisions
I. Ardinia, Bozarland and Kragusrov provinces shall make up the northern part.
1. Shall be known officially as the "Republic of Rutania"

II. Delvar and Khodar provinces shall make up the southern part
1. Shall be known officially as the "Socialist Republic of Juclandia"
2. All former city/region names shall be restored
3. Juclandian Leu will be main currency along with Rutanian Ruta

III. The official capital of both governments shall remain Hayek
1. The administrative capital of "Rutania" shall be Hayek
2. The administrative capital of "Juclandia" shall be known as Rutania de Jos

IV. The Governor-General shall remain the HoS and Prime Minister HoG for both entities

V. Any bill passed by the National Assembly shall become law in both entities unless otherwise noted.

VI. Upon this bills passage, the nation shall be known as "Rutania and Juclandia"

II. Juclandia shall have their own legislature known as the Parliament of Juclandia
1. Juclandia's legislature shall consist of 100 members
2. All laws passed in this legislature shall be subject to review by the National Assembly

III. Judicial power shall be exercised by the courts in the nation as a whole.

[AMENDMENTS]
I. Referendum placed on the next election concerning the status of Rutanian East Dovani
1. Options on the referendum include independence, provincehood, greater autonomy, sold to another nation or remain a colony

[APPENDIX]
I. The present bill shall be adopted with 3/4 majority by the Parliament of the Republic of Rutania and any attempt to repeal this law will require a 3/4 majority
1. Repealing/amending any Provisions will require a 3/4 majority
2. Repealing/amending any Amendments will require a 2/3 majority

II. This law will come into effect approximately months 7 months after its passage
1. Once enacted, this law will be enacted for a period of 50 years
2. After 50 years, this bill must be re-ratified for a period of 5 to 100 years or it's effects will become null and void the following year of it's expiration
3. After 50 years, this law can be amended in any way, shape or form as the two entities see fit

MessageOOC: As I stated before, this basically means that EVERY party now has a chance to hold the position as the game mechanics will dictate that by way of your party's ideology, visibility and other factors. It also means NO MORE bills dealing with a party nominating someone to hold the position.

Its bad enough that no one even nominates somebody else and the same guy is nominated. Because of that and other stuff not mentioned, the First Minister will now be selected when the entire nation holds elections (this includes early elections as well).

What this means is the party that either does 1 of the 4 things mentioned below, will control the position of First Minister.

1. Wins both provinces (Floral or Rutania)
2. Wins one province and has the GREATEST number of seats in both provinces
3. Wins one province and a MAJORITY of the seats in the other
4. Wins a MAJORITY of the seats in both provinces
