For the third time in Endralonian history (as far as I can remember), the SoS calls for our foreign aid policy to benefit both sides.

Both previous times it passed and was state policy for years before eventual meddling!

As explained before, smart aid makes trade. If you want an RL example look at what China's doing in Africa, very good work, infrastructure for countries desperately needing it (Bob Geldof didn't give them that) and good raw materials deals for the Chinese economy.
