| The "Mashacara Tribe" who are descended from the original barbarians who were the population of Hutori before civilized settlers arrived continue to live within the Hutorian state. According to the most recent population survey (http://classic.particracy.net/viewbill.php?billid=310013) this tribe account for 4% of the Hutorian population. This tribe are sub-human in the Hutori National Parties eyes and we see them as a plague upon our state. For Hutori to progress as a society there needs to be an elimination of this tribe. The passage of this Act formally authorises the Hutorian State Police Forces to begin the elimination of the "Mashacara Tribe". ===================================================================================== The following provisions are hereby authorised; (I). The Hutorian Police may begin the systematic arrest of any citizen declared as a member of the Mashacara Tribe. (II). The Mashacaran people will lose all rights protected by any Hutorian document, international Treaty or Charter. (III). As the Mashacara Tribe have no rights they have no right to a trial. (IV). The Mashacaran People will be tried for "Crimes against the Hutorian State" for their barbaric nature. These trials will be held in secret and without a jury. (V). The Mashacara Tribe are not entitled to any legal representation. (VI). If found guilty the punishment is immediate execution by the method of firing squad. ===================================================================================== |

| Message | Rt Hon Mervyn Peters MP, Hutorian Prime Minister, Mr Speaker, the Hutori National Party feels that this extreme method is one taken in the name of progressing the Hutorian society. We must remove the barbaric 4% of our nation that has descended from the original native aboriginal people of Hutori. If Hutori is ever to become one of the most civilised nations upon Terra we must eliminate all who will comprimise this ideal and these Mashacaran people are ruining the Hutorian society. Mr Speaker, these people will feel the cold blooded reforming of the Hutorian people that we the elected government of Hutori feels neccessary. Their place in this society will be removed and the real Hutorian people will take over their lands. This measure will ensure our state moves away from barbarianism and tribal cultures and Hutori can become a proper, industrialised and modern nation that all states on Terra will wish to emulate. |
