The Order of Christian Luthori Workers presents to the Imperial Diet this Act, designed to elevate the Luthori poor out of sickness and disease. While the OCLW supports a more thorough reform of the health care system in which health care is beyond the financial reach of NO Luthori citizen, we offer this first stage proposal in the hope that its commitment to moderation might garner support from the Diet. |

Current: There is a free public health care system and a small number of private clinics, which are heavily regulated to ensure they treat their patients well and provide good care.
Proposed: Health care is private, but is paid for by the state for people with low incomes.
Article 2

Old value:: The government does not subsidise the cost of pharmaceutical drugs at all.
Current: The government pays partially for all citizens' pharmaceutical drugs, and pays entirely for those of low income citizens.
Proposed: The government supplies free pharmaceutical drugs to those on low incomes.

Message | Mr. Speaker, The OCLW does not agree with opinions that becoming a society which cares for its poor would mean the destruction of Luthori. Indeed, to the contrary, we hold that the best measure of a nation is the way in which it treats its poor and feeble. No man ought to be denied basic health care based upon a lack of income. Men have the right to life, and to deny health care based upon inability to pay would be to deny the right to life for Luthori's poor. I yield. |

Message | Mr. Speaker, Due to the competitiveness and entrepeneurship of the private sector the poor will be better off and therefore will not need financial assistance for medical treatment. The OCLW must understand that if the private sector set high prices the demand for their services would fall and therefore they would have to cut prices to make them affordable. We also disagree with big government, and the current budget shows that these proposals would be unaffordable, and therefore I would like to ask the OCLW how they would adjust the budget to find money to pay for these proposals. Message | Mr. Speaker, In response to questioning from the Orange Order, I have several points: 1). The profit motive is an oft-touted ideal quoted by free market proponents, but it is misguided to believe that demand for health care acts in ways which are controlled by market forces. There is ALWAYS a demand for health care services, no matter the price. The poor do not stay healthy simply because they want to stay healthy; the periodic minor sickness and the unfortunate major health issue are not something that can be planned only when budget allows. The poor are sick. They are forced to choose between their life, or the life of their loved ones, and their assets, and any sane human being will choose life in that situation, whether it means permanent indebtedness or not. We cannot allow this to be a choice men must make. If a man cannot afford his health care, but requires it, it must be made available to him by the government. 2). As to how the OCLW proposes to fund subsidized health care, it is simple: the plan is twofold. First, a progressive income tax must be implemented which taxes the Luthori rich more than the Luthori poor. From each according to his ability to each according to his need. An increase in taxation on the wealthy will provide the basis for a social welfare network which will significantly enhance the standard of life for Luthori's poor. Secondly, Luthori's military spending must be reined in. Military spending amounts to 80.06% of the annual Luthori budget and 19.21% of the gross domestic product. The men and women of Luthori's lower classes sit in poverty as the upper class exploits them in order to fund the murder and exploitation of the rest of Terra's working peoples. The Luthori experiment is untenable in any realistic measure of the word: this nation only functions on the veritable enslavement of its under classes. No longer. I yield. |

Message | Mr Speaker, Healthcare is a service like any other and like any other, if there is a substantial demand for it, which there is, the market shall allocate resources to the production of supply to meet this demand. As we have proven before during the abortion debate, there is no such thing as destitute poverty in Luthori, with the lowest of the low making above £3,000 a year. Furthermore, as it was rightly pointed out by the Socialists, Luthori is on the gold standard, which automatically keeps prices low and thus assures that healthcare is affordable for the poor. For the infinitely small minority of people who still cannot afford healthcare, the Church of Luthori, through its many charity programs and multi billion pound yearly budget, provides for the poor. That is how things work in Luthori, through free markets and voluntary, Christian charity. That is what our Lord Jesus and our prophet Martyn Luthor taught us. We also inform the OCLW that in order for Luthori to maintain the ease of doing business which allows us to have a very large aggregate supply and low prices, taxes must remain low. In addition, Luthori's defense budget is high because it is one of Terra's largest countries and a large military is absolutely necessary to protect our overseas possessions. The Socialists can continue to spur lies about the supposed state of Luthori's lower classes but they will know better and listen to the priests instead of the agitators. Lastly, Luthorian taxes are set in the Constitution and require a 2/3 majority to change, so the Socialists can pretty much kiss their progressive tax system good bye. Actually, it would be quicker if the Socialists just dissolved their party instead of it having to be done for them by the un-Luthorian Activities Committee. I yield. |
