The Islamic umma is scattered to the four winds. It requires a focus of unity.

Al'Badara is historically one of the centres of the Muslim faith, the one state where Islam flourishes free of state persecution. There is an opportunity for the Sultanate to enhance its global standing by taking advantage of our status as Al'Badara Darussalem, the Abode of Peace.

This act declares that the Sultan, while continuing to be strictly limited to the role of constitutional monarch in civil affairs within Al'Badara, will also take on the mantle of Caliph of all Islam. His authority as Caliph will be strictly limited to the realm of religious affairs, where he will consult with religious scholars from all Muslim lands before issuing edicts.
