Mr Speaker, after years of totalitarian Hutori National Party rule, i have decided the people should be allowed to elect who-ever they want to be their leaders. As such i propose this Bill as to allow opposition movements to emerge and contest this Legislature once more. I do believe that the two Articles proposed place the system into its state before dictatorship was installed. This allowance of quota is the correct balance between proposals and accumulation. It means parties must consider their laws more carefully, due to the lower quota. It makes sense, encourages debate and means the assembly is not over-run with tonnes of legislation.
