The PNCA feels that firefighting services are best handled at a local level. This bill would allow local governments to determine how firefighting services are managed. Article 1: Fire prevention and management is left to the local governments. Article 2: The national government may call upon local firefighting services to deal with national emergencies. Article 3: Local governments are required to maintain firefighting services capable of dealing with any and all emergencies within reason. |

Message | The PRP would prefer to keep firefighting services under national jurisdiction to better utilise resources. We would however consent to localisation on the condition that explicit mention is made of the national government's right to call upon the local firefighters for national emergencies and as well that the local governments must maintain their firefighting services at sufficient levels to cope with any and all emergencies within reason. It is all too easy to just maintain the services at a national level and we must be careful with devolution so as not to end up with inefficiency in handling larger emergencies. |

Message | As most fires, and other emergencies the fire department is responsible for addressing, are contained within a local area, the PNCA believes that local governments would be better equipped to handle firefighting services.
