The Keep Government Responsible Act of 3102 will make it that the Finance Minister has the power of executive action to prevent paychecks to members of Parliament being sent out and freeze all pay and suspend per diem if the Democratic Republic of Aloria Government has a deficit and no balanced budget has been reached. The purpose of this bill will make it that Parliament will take quick action to any current or future deficits or they their pay will be frozen and per diem suspended until a balanced budget is passed by Parliament and a deficit is not ensured in the country.
I. Gives the Finance Minister the executive action to withhold all paychecks to all members of Parliament despite seniority or party affiliation if the government is in a deficit.
II. Gives the Finance Minister the executive action to suspend per diem to all members of Parliament despite seniority or party affiliation if the government is in a deficit.
III. Executive actions of the Finance Minister may be carried out separately or together
IV. Members of Parliament will recognize that they will not be delivered a paycheck on time, if executive action has been put into effect by the Finance Minister
V. Members of Parliament will recognize per diem pay will not be given if suspend
VI. Gives the Head of State the power to overrule either executive action by the Finance Minister outlined in sections of I and II
VII. Parliament may not overrule either executive action of the Finance Minister outlined in sections I and II
VIII. Members of Parliament that are dealing with economic hardship may appeal to the Finance Minister in a written letter for their paycheck if executive action has been taken
IX. All back pay of pay checks frozen will be given to members of Parliament if a balanced budget is reached and no deficit stands in the government
X. Back pay of per diem will not be collected or sent to members of Parliament as it was suspend not frozen.

OOC: For those who don’t know Per Diem is pay for legislators who miss bill hearings, or sessions. They are paid for what they are missed and usually no limit is given on per diem, meaning some legislators can go to a public event miss a bill hearing and still get paid. This bill makes it during a deficit those who do not come to work won’t get paid if the action has been taken by Finance Minister. Now this bill has no game proposals and probably has no way to be really worked out except by Role-Playing. I’m very much for role-play and more interaction beyond the proposals given by the game creator.

MessageWhy should the finance minister be in charge of this? Shouldn't the President or the Prime Minister be the one who has the power to suspend pay and all that? More information is needed before the Labour Party will make their final decsision.

MessageThe Finance Minister is the one who would deal with all the paychecks to federal employees inculding the legislators. The President has the ability to overrule this authority, however I put Finance Minister able to suspend because of the reason that all paychecks are coming through their department.

MessageI am still a bit uneasy as to why should we suspend pay to the MP's? Can't we just decrease pay significantly or remove the unnecessary extras like government cars, free holidays etc. To suspend pay for a period of time is going a bit too far don't you think?

MessageA legislators typical paycheck is acctauly quite much, and if you don't do your job in public or private sector works you lose your job basically, and Mr. Owens and the People's Party is taking a tough stance on legislators you need to do your job or don't expect a paycheck.

Now their paychecks are only put on hold, they will get all paychecks after the deficit is dealt with. The Per Diem is what they won't get back which is something they don't deserve.

We put in the bill that any member could appeal to the Finance Minister if they are having economic hardships.

MessageIt seems more logical to cut pay but no stop it altogether yes I know Parliamentarians are paid very well, but to just suspend pay will deter newcomers into politics and maybe some might quit, it is better to reduce the size of their pay packets.

OOC: I don't know if this is some cultural cringe or something but really this idea of suspending pay is quite new to me. If we were in an economic meltdown in the UK, the politicians will agree to reduce their pay but not suspend it, never heard of that idea and is probably another difference between Europe in general and the USA.

MessageOOC: It may just be a USA thing. If only our politicians would agree to a decrease in pay, i'm pretty sure pay increases for themselves is the only issue they agree on all the time.

MessageI highly doubt people would stop getting into politics, when a crsis happens people are liekly to join politics to help reform. I also don't think they would quit, if they quit over this then they really are idoits and better they aren't in politics or members of Parliament.

OOC: In the USA, members of Senate make close to 200,000 thousand a year and they get a pay incresse each each automaticly, unless they vote to not take it. It's acctualy quite popular to withold pay from lawmakers across the USA if they dont solve a budget crisis because it just hurts the people.

MessageThey actually would, let me tell you, many MP's here in this parliament are only here for the money and if we suspend their pay they wouldn't be too happy about that. Cutting pay is a more logical option, put it this way if any other workforce has some financial problems, the company heads would either sack their workers or cut their pay but they wouldn't suspend pay because yes, the unions will come down hard on them but also there will be a mass walkout in that workplace and people will be employed by their competitors even if it was fro less pay but at least they do get paid regularly.

OOC: I am sure this is exactly the same in the USA but here in the UK many politicians are doing it as a career choice not as a vocation to make a difference. Doesn't matter if they're Labour, Conservative, BNP, SNP, Green whatever, politics in the UK has become a career choice for many and they don't actually want to make a difference but they are just egotistic, power hungry control freaks. Let me tell you if people like Winston Churchill and Clement Attlee know what is going on they'll be spinning in their graves. So the point I am trying to make here is, if you suspend pay for the MP's they'll go ballistic as the only reason why they are in politics is for the money, but cutting pay I'm sure many will live with. I actually find it quite astonishing that suspending pay is popular among American politicians I thought the same thing was going on over there that they are only in it for the money not to make a difference.

We still are going to leave it as suspending pay, as it is time for these members of our Parliament take thier job seriously. If they don't then let them leave, others will take their place.
