Accepting that it is the choice of the individual what substances to consume and harm they may or may not cause to their bodies, whilst also accepting that the taking of ay substance can cause unintended effects to the mentality and ability of a person to perform duties, the legality of recreational drugs will be modified as laid out below.

In addition to the changes in the allowing of taking recreational drugs, any person found to commit an offence or cause harm to another through the use of aforementioned narcotics will be punished to full extent of the law with no cause for retrial (excepting failures of the system) or reduction in sentence. With freedom comes responsibilty.
