HIGHER EDUCATION The Higher Education system shall consist of 3 layers, depending on the results of high school. Individuals may attend a higher school after finishing the preceding layer. Labour Institutes, Vocational Schools, Colleges and Universities. Labour Institutes prepares the student for (manual) labour and work directly after studying. Vocational Schools prepares the student for a career in a field of work, developing academic and technical skills. Colleges prepare the student for a specialised work in society, and practical careers working with other individuals Universities prepares the student for scientific studies, research and important work on the science and philosophical front. The government shall also establish and maintain general, provincial or national universities, special-education schools and, where needed, special specific-subjects/studies universities, colleges or vocational schools. Local Colleges, Vocational Schools or special subject-oriented schools or universities are regulated so to meet and keep high education quality. The government shall hold a monopoly on universities, in principal. Special subject/study-oriented universities are allowed. Colleges are to be created depending on the needs, and almost-exclusively by the "private" sector. The government shall establish high schools only where, when or for what is needed. All education facilities are to be posteriorly non-profit or low-profit, democratic worker's cooperatives. For private schools, funds gained and allocated to restoration or upkeep of the school, are deducted before profit is calculated. All profit made shall be collected by the government and allocated to all private schools according to their needs. If the needs are fulfilled, than public schools may also be allocated money. If there is still money left over, then the government shall either organise an activity for the teachers and/or students, or allocate the money for future activities, or future usage on education. LOWER EDUCATION Lower Education consists of 4 layers, to be followed after completing the preceding one. A student can not be placed in a higher institution, lest it passed the preceding one. Note that this is not necessary in the Higher Education System. The 4 layers are [age displayed]: Basic Child Education School [3-6] Primary Elementary School [7-10] Junior High School [11-14] Advanced Education [15-18] The government shall maintain, in principal, one of each school layer in every provincial sub-division, and more if needed to accomodate more students, and there is no "private" equivalent. Private equivalent shall be posteriorly non-profit or low-profit, democratic worker's cooperative. Profit gained shall be redistributed to the private schools, according to their needs, and then if still able the public schools. Public schools are supposed to be funded by the government, that is the reason behind the hierarchy of redistribution. TUITION The government shall introduce loans for students for higher education, that shall be fully eaten up by the government if the students graduates from the school in 5 years. If the student completes the programme in more than 5 years but less than 8, then half of the sum is eaten up. If the student takes more than 8 but less than 10 years, than the government shall eat up only a quarter. Every student who doesn't graduate, or takes more than 10 years, must pay the entire sum. Every citizen, regardless of age, shall receive the opportunity to complete a higher education school. If a citizen was unable to complete lower education, the potential student shall undergo a test and be given the opportunity to complete a programme of a maximum of 8 years at the higher education school, with the government subsidizing anywhere from 25% until 75%, depending on succes, total years and programme and ability to pay the tuition. Payments shall only start when the earnings of the individual reaches a certain amount. |
