| Be it enacted by the Parliament of the Second Darnussian Democratic Republic, Whereas, riots have broken out in the city of Red Stad, along with other cities in the Kozaria Province; and Whereas, the People's Revolutionary Army, has disbanded the peaceful practice of democracy and disbanded their political wing to form a military organization against the People's Elected Government; and Whereas, the People's Revolutionary Army has called for open rebellion of the military, which marks as an act of treason against the People's Elected Government; and Whereas, the government has a right and a duty to declare a State of Emergency in times when the hammer of law and order must be brought down amongst those who would disturb the peace and prosperity of this great nation; Whereas, due to the formation of the Internal National Police Force, we have the manpower, firepower, and organization means to put these treasonous acts down; Therefore be it resolved, that the Parliament of the Second Darnussian Democratic Republic approves for a State of Emergency to be declared in the Korzaria Province; Therefore be it further resolved, that the Ministry of Internal Affairs I.N.P.F. Deparment shall being order and stability to the region, with a lockdown of the Province and the establishment of marital law throughout it; Therefore be it finally resolved, that the Parliament of the Second Darnussian Democratic Republic, does this with a heavy heart for the innocent ones that will be caught in the events to unfold, but with the duty entrusted to us by the people of this nation we must uphold the law and protect the citizens of this country from the abyss of chaos and anarchy. -Submitted by Chancellor Anthony de Augustin |

Casualties would be catastrophic, and the damage would be horrendous, not to mention condemnation from the League of Nations. Diplomacy! We won't fire a shot, as long as you don't.
