Article 1 - The government maintains a system of universities, vocational schools, and colleges nationwide. Centralising this will ensure a consistent system, and will end the disparity in quality between regions. Article 2 - There is a free public education system and a small number of private schools, which are heavily regulated to ensure they teach adequate skills and information. We need a more uniform system to give all children the same start in life. If wealthy parents want to pay they can do so, but they will be taught the same as all other children. Article 3 - The government subsidizes tuition only for students from families classified as low-income or poor. The wealthy can afford to pay fees, this will create a more balanced system. |

Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.

Message | Rt Hon Stephen Archer MP, Education and Culture Secretary, Mr Speaker, i am unsure of these reforms quite frankly. We see no problem with the staus quo quite honestly. I hope this is not proposed simply for proposing its sake and there is actually some thought put into this Bill. I will outline my skepticism for the House. Mr Speaker, on Article 1 of this Bill i believe that the local system of university maintenance works quite well but we would be prepared to accept the proposed. Mr Speaker, on Articles 2 and 3, i reject theproposed. The current system of private university with fees that the government loan to students is perfectly workable! It saves the state a fortune in paying for the upkeeping of universities and paying the salaries of those who work in them. We believe the system works perfectly fine and as such we will reject this Bill. |

Message | Hon Thomas Kilday MP, Shadow Education and Culture Secretary, Mr Speaker, I thank the Education and Culture Secretary for his words on this proposed Bill. Clearly the years of single party politics have numbed the memory of those opposite. The proposals put forward by the Liberal Democratic Party are our policies Mr Speaker. The Rt Hon Gentleman may of course argue that he disagrees with the proposed, but I ask him to refrain from suggesting that we are simply in the habit of churning out Bills to use up our quota. Mr Speaker, given that the Education and Culture Secretary has suggested that he may support Article one of this Bill, but not the rest, I propose that we spilt the Bill and have Article 1 in a separate vote. Would the Government agree to this? |

Message | Rt Hon Stephen Archer MP, Education and Culture Secretary, Mr Speaker, the government would indeed find this acceptable if they proposed a new Bill simply consisting of Article 1. We would like to centralize as many important issues as possible and devolve issues of a lesser importance. I believe we will start our devolution agenda shortly. On this subject we will accept Article 1 our of our own party principals. |
