MessageWould you care to elaborate on these points? We see some potential issues here and would appreciate clarification.

Article 1: Presumably, the religion is Judaism. So does that mean that non-Jews are not considered adults, that religious leaders set the age of adulthood, or something else entirely?

Article 2: We are not opposed to a qualifying exam, but we feel that the content of that exam needs to be specified and discussed. Presumably it has to do with the rights and responsibilities of citizens, as well as historical and cultural questions.

Article 3: This is perfectly fine, and will make administration considerably easier.

Article 4: This is where we see the biggest problem. Wouldn't this effectively mean that no immigrant would be able to attain citizenship? That would effectively kill the rate of immigration to our country, which would deal a blow to our economy. Furthermore, we feel it would be an infringement on the rights of immigrants to withhold citizenship from those that have lived here long enough and demonstrate the necessary qualifications.

Article 5: What is the purpose of this article? Is it for the census? What will be done with the information thus collected?

MessageArticle 1: Adulthood is determined by the leaders of the individual's religion. An individual may appeal the decision of their religious leaders in a court of law. If an individual does not have a religion then they are considered an adult at the age set forth in the law, which is 18.

Article 2: The exam is expected to test basic knowledge in areas regarding the rights and responsibilities of citizens.

Article 4: If an immigrant has children who are considered nationals then they may apply for nationality by the right of blood ascent. We apologise for not making it clearer.

Article 5: This is purely for census purposes on the national level. Local governments are being separately granted the right to legislate on the enumeration of ministers of religion and may use the records to determine payment of ministers of religion.
