Wiki Page: http://particracy.wikia.com/wiki/Vanukese_Senaat Preamble Seeking greater role play and stronger governance, the Tweede Republiek Vanuku adopts the following act to be provisions of the government and an extension of the constitution. Article 1 1.1 There shall be three constituents of the legislative branch of the Tweede Republiek Vanuku: A lower house named the Nationale Assemblee, The Nationale Voorzitter, and an upper house styled the Senaat that shall serve as a role-playing institution regulated by the provisions of this act. Article 2 2.1 The Senaat shall have the power to vote on laws and initiate bills that will be treated as private members bills if passed to the Nationale Assemblee. 2.1.1 Spending and Taxation bills shall only be introduced by the Nationale Assemblee. 2.1.2 The government of the Tweede Republiek van Vanuku need not the confidence of the Senaat to form government, though such confidence is preferable. Article 3 3.1 There shall be a regular number of 75 members of the Senaat. Under Article 4, this amount can reach 80 members of the Senaat. 3.1.1 Members of the Senaat must be citizens of the Tweede Republiek Vanuku. 3.2 Election results for the Nationale Assemblee shall be used to tabulate the composition of the Senaat. 3.2.1 Parties shall be apportioned members based on the D`Hondt Method. 3.2.2 Each region, or Staat, shall be calculated as a multimember district. 3.2.2.1 Each Staat shall send an equal number of members to Senaat. Each Staat shall send 15 Senaat members. Article 4 4.1 Opposition parties shall be guaranteed a collective minimum of 5 members in the Senaat 4.2 Opposition parties shall be defined as parties not part of the government cabinet or ruling coalition. 4.3 In the case that opposition parties do not have a collective minimum of 5 members, additional members shall be appointed to the Senaat until the minimum of 5 opposition members is met. 4.3.1 If there are two or more opposition parties, and these parties do not have a collective minimum of 5 members, members shall be appointed to best represent the vote share spread among the opposition parties. Article 5, special provision 5.1 The first Senaat composition shall be set based on the results of the Ocober 3124 general election. |
