MessageThe problem with this is it means any Cabinet has to be supported by the party controlling the Head of State, else it will be rejected. This is because the Head of State, as Head of Government, is automatically included as a member of the Cabinet.

MessageOk, but with your proposal the President has no power. Instead our President is head of the Cabinet and must find a coalition of 50% +1. Otherwise, if not found, there would be new elections. (But with our proposal on alliances - http://classic.particracy.net/viewbill.php?billid=320476 - the problem there would be).
