Given the fact that the failed September Revolution of 3096 proved that the Diet, through a combination of low voting turnout, propaganda and brainwashing, can be overtaken by subversive forces and the Diet's governmental organ: the cabinet may in that way be conquered by radicals, a severe defense mechanism is needed for the Preservation of the Holy Empire. For these laws to be successful, this act must be integrated into the Constitution. Thus, this is an amendment to the Constitution and requires 2/3 of the Diet to pass and be modified in any way. Henceforth, 1) The Sovereign may, if He or She believes that the Imperial Seal-Bearer is seditious and treasonous, refuse to grant the Imperial Seal-Bearer the office of Lord Privy Seal, thus excluding the Seal-Bearer from the Privy Council, in which case a new Lord Privy Seal will be appointed at the Sovereign's pleasure. 2) The Sovereign may, with the unanimous ascent of the Privy Council, issue an Order-in-Council. 3) An Order-in-Council is an executive order that overrides and supersedes all other executive orders, including that of all ministers, the head of government and all other Luthorian government employees. 4) Failure by any government employee to obey an Order-in-Council is a crime equivalent to treason. |
