Current: The government maintains a system of universities nationwide.
Proposed: The government maintains a system of universities, vocational schools, and colleges nationwide.
Article 2

Old value:: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Current: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Proposed: The government fully subsidizes tuition.

Message | If anyone would want to vote differently on each of the two proposals, we can seperate them into two different bills. With regards to article 2, we would be willing to accept the implementation of repayable student loans as a compromise. |

Message | In coordination with 'Jakanian Education Bill of 2143', The Communist Party of Jakania fully supports the implication of Free Higher Education Facilities. This could, however, pose somewhat of a problem. With the oppertunity present, Universities and Colleges alike might be hard-pressed to set a cap on entries. Free Education to all in accordance to 'Jakanian Education Bill of 2143', how would we go about accomodating for the possibility of an overflow of students? |

Message | The Communist Party raises a good point. The JLSP has no immediate solution; we could select by the better students, or prioritise places for those currently unable to access Jakania's existing private institutions. Neither option is particularly favourable, but may be our only practical options until the system is able to accomodate demand. Are there any other suggestions? And would you want this added to the bill description, or can it be sent to vote without? |

Message | We would have supported article 1, but article 2 is going too far bwcause why should we have to subsidize tuition for those who can afford it? It should have at least concentrated on the poor and low-income students. |
