Be it Resolved by the Imperial Parliament of Imperia Narikaton, Article I. That the Occupied Territories be organized into two zones of administration, that from this point forward shall be called Area 1 and Area 2; and That the region known as Alkavon shall be known as Area 1, and that the region known as Kozaria shall be known as Area 2; and These two zones shall be treated as colonies of the Empire, with the only people allowed to vote in them, for national and local elections, being citizens of the Empire. Article 2. That there shall be three tiers of Citizenship within the Empire and its Colonies: 1) Citizen: Peoples of Nariki ethnicity. They shall have complete and full rights. They may vote. 2) Honorary Citizen: Peoples of Colonies and other nations that wish to become citizens within the Empire. Requires a military service of 25 years to achieve. Have full rights once they are given Honorary Citizenship. Cannot vote. 3) Areas: Are referred to by the number they are from. May move to Honorary Citizen, if they complete the requirements. Basic rights, however have their own separate institutions and government structures that shall be supervised with Imperial oversight. Cannot vote. |

Message | So, as far as I understand, first of all we occupy other nations, and then, after occupy them and force them to be sub-servenient to us, we're too afraid to grant them rights that are equal to our citizens, regardless of the fact that we rule and have unquestionable effect on their everyday lives while they don't have any real effect on our everyday lives (by voting)? That's a hypocrisy. |

Message | All the forementioned nations usually have 2 eyes, 2 ears, 2 arms, 2 legs, all of us have limited time in this world. That doesn't sound like "superiority" to me. On the other hand, that DOES sound like "equality" (don't mix with the term "equity"), though. |
