| One year before regular elections for the Saeima, we would like to propose several changes to the current party financing and political campaign laws, thus making the process more transparent, democratic and just. Article 1: Political parties in Dolgava shall be financed from the budget of Dolgava. Each party shall receive funding depending on the size of its representation in the regional and national legislative bodies. Parties without political representation in either of these levels shall receive a guaranteed minimum financial support of 1 million DLD. Maximum level of party financing from the budget may not exceed 25 million DLD per year or 75 million DLD over one legislative period (36 month). Article 2: Political parties are allowed to gain additional income from business, for example, advisory services, rent, etc. All income gained from these activities shall be deemed as commercial income and thus taxed according to the existing Tax rates of Dolgava. Article 3: Political parties may start political campaigning no earlier than 100 days prior the scheduled elections and have to cease campaigning 30 days till the scheduled elections. Early elections are to be regulated by a separate law approved by the Saeima. Article 4: Political parties may not exceed a certain level of campaign costs. A party may spend no more than 0.25 DLD per citizen in each region. Parties exceeding the set level will face a reduction or a complete rejection of state funding. Article 5: The implementation of said regulations shall be supervised and enforced by an independent state agency. The decisions of the agency may be appealed in the Supreme Court of Dolgava. Regional violations are to be determined in regional courts. |
