Police protection has traditionally been the business of local government. Ninety-nine percent of all civil and criminal cases are tried and settled in iquilm courts. The remaining cases are investigated by the duplicative services of the national and local police agencies. The national apparatus represents an inefficient and duplicative use of resources that confounds the laws and their enforcement. Enclosed is a bill to return power to the provinces on this issue.
