| ESTABLISHING: A system of Sales Tax that does not effect those who pay income tax or those who are poor. RECOGNIZING: The money that's brought in by tourism in sales tax. Article 1: There shall be a no-sales-tax card that any citizen can receive by going to there local town hall and requesting one. Article 2: The card shall have no info other then a name, a picture, and a anti-theft device. Article 3: No person who bares this card in there travels may be taxed for any amount of luxury sales. Article 4: Any person who gives there card to a friend or family member vising Ikradon to buy a luxury item with no sales tax shall receive a fine that is adjusted for them by there income bracket. |

| Message | Beloved Freedom supports sales tax, since Ikradon needs higher saving ratio to encourage investment. Luxury sales tax makes sense. It does tax consumption, not production and saving. BF is supportive of raising sales tax, but opposed to no-sales-tax card. |

| Message | We're with BF on this issue, although not for the same reasons. We're going to vote against it because it's (OOC) kind of a "cheat" where we'd get money toward balancing the budget as if everyone had to pay it, when we're actually supposed to be only taxing tourists. |
