Any parties grouping together to form a coalition government, as following the law, may do so under the following conditions §1: Budgets and tax proposals are considered vital government business. §2: Policies considered critical by the Supreme Executive, Prime Minister, or by a cabinet minister, in a speech before the Senate are considered government business. §2a: Cabinet ministers who propose vital government business may only do so with issues that pertain to their particular office. §3: Should a budget, tax proposal, or policy fail in a vote before the Senate, then the Prime Minister must declare that the coalition has failed and either (one) form a new cabinet, or (two) dissolve the government entirely and call new elections. §4: To become a valid part of the Constitution, this amendment must pass with a minimum of two-thirds of the Senate. |
