ARTICLE I. TITLE

This Act shall be known as the Independent Commissions of the Government of Aloria Act of 3158.


ARTICLE II. INDEPENDENT GOVERNMENT COMMISSIONS OF ALORIA.

Section 1. There shall be six government commissions who shall be politically independent from the executive ministries of the nation. They are enumerated as follows:
(a) Commission on Elections
(b) Commission on Government Service
(c) Commission on Government Audit
(d) Commission on Human Rights
(e) Office of the Ombudsman

Section 2. Each commission shall be administered by one chairman and a maximum of five (5) commissioners. They shall be appointed by the President with the consent of the Committee on Appointments of the national legislative body.

Section 3. An individual who participated as a candidate in the most recent election of the nation shall be barred from being appointed in any of the commissions.


ARTICLE III. COMMISSION ON ELECTIONS

Section 1. The Commission on Elections shall have the following duties and responsibilities:

(a) Enforce guidelines and regulations that aim for the conduct of fair, honest, and peaceful elections in Aloria in both the national and regional level;

(b) Coordinate with regional offices in electoral matters;

(c) Accept, review, evaluate, and decide on electoral protests filed by candidates and their associates.


ARTICLE IV. COMMISSION ON GOVERNMENT SERVICE

Section 1. The Commission on Government Service shall be the central personnel agency of the government and shall have the following duties and responsibilities:

(a) Oversee the application for and employment of all government employees and workers in the regional and national level, in a manner that is fair and free from political influences;

(b) Evaluate and review the performances of government employees and agencies;

(c) Handle the salary compensation for government employees;

(d) Perform such other duties and functions as may be provided by law.


ARTICLE V. COMMISSION ON GOVERNMENT AUDIT

Section 1. The Commission on Government Audit shall have the following duties and responsibilities:

(a) Examine, audit, and settle accounts pertaining to government revenue and expenditures;

(b) Enforce guidelines and regulations for the proper handling of government revenue and expenditure and the prevention of unnecessary, excessive and extravagant handling of such;

(c) Perform such other duties and functions as may be provided by law.


ARTICLE VI. COMMISSION ON HUMAN RIGHTS

Section 1. The Commission on Human Rights shall have the following duties and responsibilities:

(a) Investigate human rights violations involving civil or political rights;

(b) Provide enough legal measures for the protection of human rights to Alorian citizens;

(c) Implement programs aimed at promoting respect for human rights to Alorian citizens;

(d) Perform such other duties and functions as may be provided by law.


ARTICLE V. OFFICE OF THE OMBUDSMAN

Section 1. The Office of the Ombudsman shall have the following duties and responsibilities:

(a) Investigate on its own, or through a complaint by another person, any act by a public official or government employee which may be considered as illegal, unjust, or improper;

(b) Direct public officials or government employees concerned to respond to complaints made against him in the Office through necessary documentation;

(c) Impose appropriate consequences to public officials or government employees at fault, including, but not limited to, demotion, termination, fine, imprisonment, and expulsion from government service.

(d) Determine the factors and causes for inefficiency and corruption within the government and create recommendations for its elimination and for the promotion of high standards of ethics and efficiency in government service.

(e) Perform such other duties and functions as may be provided by law.


ARTICLE XV. ADDITION, DISSOLUTION, AND RENAMING OF THE COMMISSIONS

Section 1. Once this law takes effect, all existing government organizations whose functions are similar to the functions of the commissions listed in this law shall be dissolved and be replaced by the abovementioned commissions.

Section 2. The different commissions have the option to rename their agency.

Section 3. The government of Aloria has the option to add other independent commissions if the need arises.
