| ARTICLE I. TITLE This Act shall be known as the Animal Welfare Act of 3166. ARTICLE II. DECLARATION OF POLICY Animals are creatures possessing life, and due respect must be given to these living organisms in such a way that the necessity of killing such animals be done in a humane manner. ARTICLE III. ANIMAL WELFARE Section 1. No individual can operate a slaughterhouse, veterinary facility, or pet shop without acquiring a permit from the Ministry of Environment and Tourism. Individuals operating such facilities need to ensure that it is adequate, clean, and sanitary, and not intended to inflict pain and/or suffering to animals. Section 2. It shall be unlawful for any individual to torture, neglect to care, put into staged animal fights, or kill any animal, except in the following instances: (a) When the act is part of a religious ritual (b) When the animal has an incurable communicable disease (c) When the killing is deemed necessary by a licensed veterinarian to end the suffering of the animal (d) When it is done to prevent danger to the life or limb of a human being (e) When the purpose is for animal population control (f) When the animal has been killed after being utilized in scientific experiments (g) Any other grounds as deemed by a licensed veterinarian In such scenarios, animals must be killed through humane procedures at all times, as determined by a separate law. |
