DECLARATION OF POLICY The government recognizes the role of the use of animals in medical research in helping prevent and provide possible cures to diseases without necessitating the use of human subjects in these experiments and in effect jeopardizing the life of such subjects. The use of animals shall be subjected to basic regulations to be implemented by the Bureau of Scientific Research and Development to ensure that the most humane procedures possible are employed towards animals for medical research. Animals shall be administered anaesthesia or other pain-killing drugs whenever appropriate to reduce the pain that it may feel while being used for medical research. |
