The Alliance of Evil find the long and often tiresome process of justice in this country to be lacking the actual process of convicting those who are troublesome and scum to the state. The Alliance wishes to scrap the old bureaucratic system and instil a new system based on his Evilness Iron Claw who will (with the aid of his loyal and evil panel) determine who is guilty and not guilty of their crimes.
