From: His Excellency, Mr. Mehmet ibn Ahmed Said Muhammed. the Minister of Foreign Affairs, His Excellency, Mr. Basir ibn Waheed al-Farsi, the Minister of Defence and His Excellency, Mr. Rais Malik al-Jibril, the Minister of Trade and Industry.
To: The Honourable Members of the Queranzári Gathering

Subject: Telamonian Naval Blockade of Kafuristan

Honourable Members of the Queranzári Gathering,

His Imperial Majesty's Government has received information, from the General Intelligence Agency, that the nation of Telamon has issued an complete and total naval blockade of our nation. This naval blockade was imposed to punish our beloved nation for defending its sovereignty. Such an evil act by the Telamonian government will not be tolerated en H.I.M. Government will do everything in its power to to end the blockade.

The Ministry of Foreign Affairs, in cooperation with the Ministry of Defence and the Ministry of Trade and Industry, has made plans to counter and end the naval blockade. The counter-meassures will use diplomatic, economic and military means.

Diplomatic Sanctions:

1) The Ministry of Foreign Affairs will summon the Telamonian ambassador to Kafuristan to explain his government actions.
2) The Ministry of Foreign Affairs will expel all Telamonian diplomats from Kafuristan
3) The Ministry of Foreign Affairs will recall its Ambassador to Telamon for consultation about the situation.
4) The Ministry of Foreign Affairs will close the Kafuri Embassy in Telamon.
5) The Ministry of Foreign Affairs will ask allied nations to push Telamon the end the blockade.

Economic Sanctions:

1) The Ministry of Trade and Industry will impose trade restrictions on Telamon, allowing only the bare basic commodities as food and medicine to be traded by issuing a trade and oil embargo.
2) The Ministry of Trade and Industry will imposse monetary restrictions on Telamon, banning the sale and export of Kafuri monetary funds to Telamon.
3) The Ministry of Trade and Industry will confiscate any and all monetary assets of Telamon within Kafuristan.
4) The Ministry of Trade and Industry will confisctate and nationalize any and all Telamonian ownded businesses within Kafuristan.

Military Sanctions:

1) The Ministry of Defence will be allowing the use of Imperial Marines onboard of merchant vessels for protection.
2) The Ministry of Defence will allow the use of force to defend against any threats comming from the Telamonian naval forces.
3) The Ministry of Defence will be ordering the Imperial Navy to increase patrouilles on major shipping routes going in and out of Kafuri waters.

These actions should discourage the Telamonian government from enacting the blockade.
