Whereas the prime responsibility of the State is to provide for the defense of the realm and maintain the social order and not to provide the citizenry with goods and services,

Henceforth,

1. No government within the Empire, be it Imperial or local, shall provide public healthcare services. All such publicly-owned companies that currently provide these services shall be sold to the highest (Luthorian) bidder.
