Whereas the Empire is in need of legislation that details the exact nature and functioning of local governments within the Empire, whether in the Homeland or in the Colonies. Whereas this issue is extremely important and must be based on consensus and stability,

Henceforth,

I. This is an Amendment to the Imperial Constitution and will therefore require the support of 2/3 of the Diet to pass, be modified in any way or be repealed.

II. Within the Homeland:

1. The Empire is divided into five Duchies, which are: Yodukan, Geharon, Utagia, Tinako and Orange.

a) Each duchy is ruled by a Grand Duke appointed by the Emperor. The title of Grand Duke is hereditary but the Emperor may at any time and for any reason strip an individual of his title of Grand Duke. If a duchy does not currently have a Grand Duke, the Emperor shall appoint a Territorial Governor to that duchy. A Territorial Governor shall have the rights and responsibilities of a Grand Duke. His position is not hereditary and he serves at the Emperor's pleasure.

b) The Grand Duke is the supreme executive officer in each Duchy and is responsible for the implementation and execution of Imperial and ducal law. He is a representative of the Crown and is thus to be obeyed by all of the Duchy's government employees.

c) Each duchy shall have a bicameral legislature, consisting of an upper house, the house of lords and a lower house, the house of commons. The house of lords shall be elected by the duchy's nobles and clergymen while the house of commons shall be elected by the duchy's commoners. Nobles and clergymen are not entitled to vote in elections for the house of commons and commoners are not entitled to vote in elections for the house of lords.

d) All issues not specifically addressed by Imperial legislation shall be left to the individual duchies to legislate at their pleasure. Legislation may be introduced in either ducal house and must be approved by a simple majority of both the duchy's house of lords and house of commons before it can become law. The Grand Duke may veto any piece of ducal legislation, his veto cannot be overridden. The number of seats in each legislature is to be determined by the individual duchies.

e) Each duchy's budget shall be introduced and voted upon by its house of lords. A ducal budget requires the support of a simple majority of the members of a duchy's house of lords and the approval of the Grand Duke to become law. Each duchy's house of lords shall be responsible for the election of two courts of law. It shall elect a Ducal Court of Law, responsible for the administration and adjudication of ducal law. It shall also elect an Imperial Circuit Court, responsible for the administration and adjudication of Imperial law within a duchy.

f) Each Grand Duke shall be responsible for maintaining a Host to serve as the armed force of his duchy. Each Duchy is also required to maintain a police force to maintain law and order.

2. Each Duchy is divided into two Margravates (or Marches). These are: Adlerberg and Kensdale (in Utagia), Leitmund and Seffordshire (in Geharon), Northshire and Youkshire (in Yodukan), Bradford and Lemsroe (in Orange) and Randshire and Heranhall (in Tinako). Each Margravate is ruled by a Margrave.

a) The Margravate (or March) is a military and administrative subdivision and is not to be considered with the other civilian local government types. The Margrave (or Territorial Governor) is the supreme executive officer in a Margravate (or March), his position is hereditary but he serves at the Emperor's pleasure. The Margrave is responsible for the coordination of all Imperial Military forces and the collection of Imperial taxes within his march.

3. Each Duchy is divided into four Earldoms. These are: Williamsborough, Blyth, Conrad and Sandulka (in Geharon), Randammar, Middenhall, Louth and Conakry (in Tinako), Adlerberg, Russex, Mulgrath and Oalapo (in Utagia), Wallsburry, Agathion, Salesrouth and Liore (in Orange) and Youk, Lulsburry, Northminster and Devron (in Yodukan).

a) Each earldom is ruled by an earl appointed by the Emperor. The title of earl is hereditary but the Emperor may at any time and for any reason strip an individual of his title of earl. If an earldom does not currently have a earl, the Emperor shall appoint a Territorial Governor to that ealrodm. A Territorial Governor shall have the rights and responsibilities of an earl. His position is not hereditary and he serves at the Emperor's pleasure.

b) The earl is the supreme executive officer in each earldom and is responsible for the implementation and execution of Imperial and comital law. He is a representative of the Crown and is thus to be obeyed by all of the earldom's government employees.

d) All issues not specifically addressed by Imperial or ducal legislation shall be left to the individual earldoms to legislate at their pleasure. Each earldom shall have a unicameral legislature known as the Comital Council. Each duchy shall be free to decide how the comital councils of its earldoms are elected. Each earldom's comital council shall have the responsibility to elect a Comital Court of Law which shall administer and adjudicate comital law.

e) Any additional details on the governance of earldoms shall be left to the duchies to decide.

III. Within the overseas Empire:

1. The overseas Empire is divided into seven colonies: The Imperial Domain of New Alduria, the Holy Commonwealth of Beiteynu and Yishelem, the Namvietian Empire, the Grand Duchy of Talmorschland, the Principality of Philipi, the Colonial Province of New Mordusia and the South Carinian Territories.

2. Each colony is governed by a Viceroy who serves at the Emperor's pleasure. The Viceroy is a colony's supreme executive officer. He is responsible for the enforcement and execution of all laws within a colony.

3. Each colony shall have a bicameral legislature consisting of a House of Colonists and a House of Lords. The House of Lords shall be the upper house and the House of Colonists shall be the lower house. Legislation must pass both houses by a simple majority to become law. The Viceroy may veto any piece of colonial legislation and his veto may not be overridden. The House of Lords in a colony corresponds to a House of Lords in a duchy and has the same rights, responsibilities and conditions of entry and voting rules. The House of Colonists corresponds to a House of Commons in a duchy and has the same rights, responsibilities and conditions of entry and voting rules.

IV. ONLY loyal, Luthorian subjects of His Imperial and Most Excellent Majesty the Emperor of age 18 or older who do not have a criminal record are entitled to vote.
