The following proposes an amendment to the Kalistani Laws Regime. As a result it requires 2/3rds of the Assembly to vote in favor of this resolution, as per Kalistani Laws Regime, Article on Amendment.

As per the suggestion of the National Conservatives, the Socialists join the call to create an upper house of the Legislature.

We propose the following language be added to Kalistani Laws Regime:

15) Kalistani Assembly of Advisers

In addition to the legislature of Kalistan, there shall be a Kalistani Assembly of Advisers, convened at the pleasure of the Head of State. This shall constitute the Upper House of the Kalistani Legislature, while the current legislature shall become the Lower, popular house of the legislature.

The Assembly of Advisers has no legislative power, and shall only have the power to advise the Head of State. Advisers will have full powers to speak before the Lower House and offer in on any important matter of the day, without restriction.

Citizens will be qualified to serve if they have served at least 10 years in any Republican Office (either in the Lower House, or the Military/Civil Service, or in the cabinet, or in any other national office.)

Advisers will be nominated by the Head of State. The Head of State will name, as needed, an equal number, not exceeding three, from each Party with one or more seat in the lower House. The Head of State will also be entitled to name one extra adviser from his own Party to serve as President of the Assembly of Advisers with the power to break ties.

Each Party who has at least one seat may submit the names of Advisers that it prefers. The Head of State may opt to disregard these recommendations. Parties may opt to not nominate anyone, and just hand the choice to the Head of State, if this is their inclination.

The Lower House will vote to confirm Advisers. While this vote is meant to be a formal declaration of support for the choice of the Head of State in his own advisers, the Lower House may only vote against the nomination of an adviser to express no confidence in the Head of State. The Head of Government then, should (but is not required to) call for an early election at this point.

The term of Office for all advisers is for life or until retirement. The President of the Assembly may be replaced at any time, for any or no reason at all.

MessageThis is an old law I just forwarded 1) because it was ready for a vote anyway, and 2) is one of the few bills I proposed which didn't get voted on.
