SPECIAL CLAUSES Art 1A No bank is permitted to charge interest on loans, and no banks are allowed to have a liquidity percentage lower than 100%. Art 2A Small scale, personal fishing is allowed, in special areas on special days. All career fishermen have to register with the government. Art 3A Private clinics must register with the government, and only the public health care system is allowed to own and operate medical hospitals, though they are allowed to seek partnership with small scale private clinics. Regulations also include regulation of prices. Art 4A Private schools must register with the government, and only the public education system is allowed to own and operate academic universities, though they are allowed to seek partnership with small scale private college. Art 5A Regulations only include suggestions and viewer's guidelines. Children are allowed as long as 1) they consent and 2) the Parents consent, though either of these requirements can be deemed not-needed in special cases, to be decided by the courts Art 6A Landlines are nationalised, but mobile networks are allowed but are regulated and restricted, including prices and services. Art 7A Pornography depicting consenting adults from the age of suffrage is also legal for kids, with consent of the parents or adult-authority. Art 8A Private Schools are required to register with the government. Private schools and Public schools are not allowed to directly compete against each other. Public schools are independently operated. the Public Education System can relegate public schools to private organisations, and private schools can ascend into the Public Education System. Art 9A Private companies shall face heavy penalties if waste is not disposed responsibly or properly. Art 10A All private institutions in the Healthcare or Education sector, must be operated by at least a pseudo-democratic worker's council, must be independent from corporations, companies, domestic or foreign, and must be post-non-profit, with all excess profit divulged equally to the labourers, or used for investment after consultation with the democratic worker's council. |
