The Supreme National Council directs the government and, in particular, minister of foreign affairs to establish Beluzia's neutral stance towards the international situation that began with questions of Darnussian independence. Baluzia isn't to provide material support to either camp, however, treaty commitments made by previous governments under different circumstances - including the treaty that leases area for Luthori to establish naval bases - will remain in place for at least three years. Beluzia won't provide support to Luthori via treaty commitments to defend each other because it considers Luthori actions aggressive, not defensive in nature.
