There currently exists in our laws a fundamental contradiction with regards to our approach to chemical and nuclear weapons.

On the one hand we have a law that says we will never use chemcial/biological weapons unless another nation attacks us with them first, yet in contrast to this we have law that explicitly prohibits the country from acquiring such weapons, although we are allowed to research the technology behind them. The Article 1 proposal we present today will provide consistency in our approach - it maintains our established position that we are a 'no first use' nation, something we all support I hope, however if adopted this proposal will remove the contradiction and permit, if approved and appropriate, us to develop such weapons in a controlled manner for the purposes of self-defence.

Similarly on nuclear weapons we have an established law that allows research into the technology but no production or storage of them yet we have a conflicting law that says we reserve the right to deploy nuclear weapons against an enemy 'if victory is not feasible by other means'.

Fellow Senators, how can we deploy nuclear weapons to ensure victory as the law permits, if we have not the capacity to develop, construct and store nuclear arms in the first place?

I hope the Senate can see the obvious contradictions in the current law and notes and approves of measures to bring consistency to the law in this matter whilst maintaining our international reputation as a peaceful and responsible member of the wider global community.
